KSC was formed after the 18th INTOSAI Congress held in Budapest in 2004, wherein a strategic goal was adopted under the Strategic Plan 2005-2010 to encourage SAI cooperation, collaboration, and continuous improvement through knowledge sharing, including providing benchmarks, conducting best practice studies, and performing research on issues of mutual interest and concern.
